Each phase will be rolled out in steps to ensure the Commonwealth’s citizens can safely return to work while still protecting the most vulnerable Kentuckians.
A Message from the Powell County Industrial Authority

Please be aware that the Powell County Industrial Authority is being designated as the local entity to help disseminate information regarding all financial resources available from the federal and state level to assist businesses during this heath and economic crisis.
Though crisis funding is being allocated from state and federal entities, unfortunately those agencies are still scrambling to streamline the process so that businesses can apply.
Our local industrial authority is communicating daily with the KY Economic Development Cabinet to obtain information regarding assistance programs as they become available for you to apply.

In your e-mail, please include any questions and any particular needs that you anticipate your business having over the next 3-6 months. E-mails will be followed up with in the order they are received. Also, please include a phone number in your e-mail so that a follow up phone call can be made to clarify your needs if necessary.

Kentucky Economic Development Update
Our Cabinet continues to receive numerous inquiries from businesses, economic developers and other partners across the state asking what resources are available specific to the COVID-19 pandemic.
To help Kentucky businesses best navigate the coming weeks, our Cabinet would like you to know the following guidance and programs are available through state, federal and other partner agencies.
U.S. Small Business Administration (SBA)
The SBA, Kentucky Gov. Andy Beshear’s Office and the Cabinet for Economic Development together are working quickly to qualify the entire state for SBA disaster certification. With that certification in place, small businesses anywhere in Kentucky that have been harmed by the COVID-19 pandemic will be eligible to apply for low-interest SBA Economic Injury Disaster Loans.
That certification could be in place in the coming few days.
While the state and SBA work toward the necessary certification – and at any point thereafter – businesses can apply online for SBA Economic Injury Disaster Loans at www.sba.gov/disaster.
Kentucky Small Business Development Center (SBDC)
The Kentucky SBDC is hoping for the best, but proactively preparing for the worst with regard to the developing Coronavirus situation.
The Kentucky SBDC stands ready to engage in contingency planning with our small business clients. Regardless of the causes, small businesses need to take action when the going gets tough.
While there is no single cure-all, there are many steps a business owner can take to manage through the difficult times and position the business for future growth.
If you don't want to meet in person, our business coaches are available to meet via Zoom web conference or phone to develop a plan of action for your business.

Kentucky Education and Workforce Development Cabinet
Gov. Beshear is waiving the waiting period for unemployment for those who are losing their jobs because of COVID-19 and will waive any work-search requirements while Kentucky’s state of emergency is in effect.
“We know the steps we are taking are going to cause people to lose their jobs,” Gov. Beshear said. “We want you to be able to qualify for unemployment and we don’t want to create impediments that keep you from being able to get through this. We are going to make sure we get through this together.”
The Kentucky Career Center provides unemployment services when employees become unemployed at no fault of their own. Those workers can receive a small amount of money to help them make ends meet during unemployment. That money comes from unemployment insurance. Unemployment insurance is funded by payroll taxes. To file a claim for unemployment insurance benefits, the job seeker must be separated from your employer or experience a reduction in your work hours.

Kentucky Cabinet for Economic Development
The Cabinet’s business development project managers will be making calls to existing Kentucky manufacturers, service and tech companies. Our project managers will offer insight, assistance and guidance during this time. As well, Kristina Slattery, executive director of the Office of Business and Community Services, will take point on handling and directing the Cabinet’s COVID-19-related business inquiries to our project managers, KY Innovation staff, the communications team and others within the Cabinet.
